    Sub-metering by use and building is recommended.
  5. Have you completed your OPERAT declaration (site/building creation, reference year, annual consumption)?
    OPERAT issues an annual compliance certificate.
  6. Have you formalized an action plan (works, operations, usage) to meet the -40% target by 2030?
    Includes operational gains, envelope/HVAC works, and behavioral changes.
  7. Do you have a periodic monitoring (monthly/quarterly) of energy indicators per use/site?
    Helps detect drifts and feeds the OPERAT system.
  8. Have you addressed specific usage constraints (extended schedule, processes, density) and prepared modulation requests if needed?
    Modulations adjust targets in case of constraints.
  9. Are the roles and responsibilities (owner/tenant/operator) contractually defined for Tertiary Decree obligations?
